Thomas Aquinas’ theory of natural law postulated that the first principle of morality is to do what is good and avoid what is evil. This belief has been the guiding dictum of both men and states in their dealings with each other.

In the era of modern technology and space exploration, the relationship among states has become even more complicated, necessitating a careful approach on the laws that guide their con-duct. Considering that sovereigns are co-equals, no state has control over another state. This fact calls for a peculiar manner in which the dealings between states may be regulated.

The United Nations Organization and other international agencies to some extent have provided acceptable norms of conduct in which states and other sovereigns may observe in their mutual transactions.

The Philippines, as a member of the United Nations has enshrined in its Constitution that it shall adopt the generally accepted principles of international law as part of the law of the land and adhere to the policy of peace, equality, justice, freedom, cooperation, and amity with all nations.

On the other hand, Public International Law is an important bar examination subject which every bar candidate must pass if he wants to be a full-fledged lawyer.

For these reasons, the author, a practitioner and a professor of Political and International Law, has undertaken the task of writing this book with the hope of making a simple contribution for the greater understanding of Public International Law by the law students, barristers, practitioners, and the public.

The Book includes the latest jurisprudence on the various topics covered as well as relevant bar examination questions through the years to help the students and bar reviewees appreciate the practical application of the basic principles of International Law.
