Man’s labor has started from the time he disobeyed his creator and was driven away from the Garden of Eden and God declared —

“Cursed is the ground because of you; through painful toil you will eat of it all the days of your life. It will produce thorns and thistles for you and you will eat the plants of the field. By the sweat of your brow you will eat your food until you return to the ground, since from it you were taken; for dust you are and to dust you will return.” (Genesis 3: 17-19).

In modern times, the protection of the working men and women has been a primary concern of all governments in the world. The United Nations has a specialized agency — the International Labor Organization whose function is the promotion of social justice and internationally recognized labor and human rights. The Philippines, as a member of the United Nations has enshrined in its Constitution the affirmation of labor as a primary social and economic force and the protection of the rights of workers and the promotion of their welfare. Hence, every employer, including the government must see to it that the consti-
tutional mandate of affording protection to labor is implemented not only in papers but in real life.

On the other hand, Labor Law is an important bar examination subject which every bar examinee must pass if he wants to be a full fledged lawyer. For these reasons, the author, a practitioner and a professor in Labor Law has undertaken the task of writing this book in the hope of making a simple contribution for the greater understanding of Labor Laws by the law students, barristers, practitioners, employers and most of all the working men and women.

The Book is divided into three parts — Part I deals with Labor Standards Laws, Part II discusses Labor Relations Laws, and Part III enumerates and explains Social Legislations. Serious efforts were undertaken to make this book as updated as possible. Recent amendments to the Labor Code such as Republic Act No. 9347 and Republic Act No. 9481, as well as the newest decisions of the Supreme Court are included.
