Although this volume is part of the series of Commercial Laws of the Philippines, technically the laws discussed herein are not purely part of what we commonly refer to as Commercial or Mercantile Law. The Philippine Laws on transportation have not been codified into one set of laws. They are found in different Codes ranging from the Civil Code to the Code of Commerce and Tariff and Customs Code, to various special laws. A treaty, Warsaw Convention is also part of our laws on transportation.

The applicable laws to contracts of transportation by land, sea or air within the Philippines are: (1) The New Civil Code, particularly the section on Common Carriers; (2) On matters not regulated by the New Civil Code, the Code of Commerce; and (3) Special laws such as the Carriage of Goods by Sea Act; Salvage Law; Public Service Act; Land Transportation and Traffic Code; Tariff and Customs Code, Civil Aeronautics Act and Warsaw Convention. Hence, this volume deals with laws on transportation found in the Civil Code, Code of Commerce, Tariff and Customs Code, Warsaw Convention, and special laws. The EDSA revolution has nothing to do with Transportation Laws and Public Service Act but it made Corazon C. Aquino President of the Philippines, who appointed the author as Minister and later, Secretary of the Department of Transportation and Communications (DOTC). All the government agencies dealing with transportation and most of the agencies governing those engaged in public utilities other than transportation were also under the Department of Transportation and Communications (DOTC). The Land Transportation Office and later, the Land Transportation Franchising Board (LTFRB), Maritime Administration Authority (MARINA), and the Civil Aeronautics Board (CAB) which have jurisdiction over land, sea and air transport in the Philippines are under vi the DOTC. The National Telecommunications Commission (NTC) is likewise an agency attached to the DOTC. Hence, at one time in his life, the author had authority over all of these agencies as Secretary of DOTC.

Metro Manila : 3-5 days,
Provincial : 4-6 days


1. Orders are normally dispatched on the next business day following the day the order was confirmed to the customer. Orders for delivery within Metro Manila will be delivered within 3 to 5 days from the process date of the order. While for the orders to be delivered to a provincial destination will take 5 to 10 days from the process date to be delivered.
