The 2010 National and Local Elections is arguably the most anticipated electoral exercise of the post-Aquino era as it highlights, albeit belatedly, the most signifi cant technological marvel of our time – computers. Amidst the opposition faced by the automation project of the Commission on Elections, we cannot remove the relevant impact of computerized voting and canvassing in eradicating cheating and graft and corruption at the precinct level. Computerization simply promises a solution to the much ridiculed election process of the Philippines.

With this compilation of selected election laws of the country, the authors aim to provide an immediate reference for all of those who have stakes, are participating, or are simply interested in the fi rst fully automated elections in the Philippines and beyond. The handy presentation of the book is designed to provide ease of reference and mobility – two basic requirements of lawyers on the go.

Exhaustive efforts were exerted to ensure the correctness of the language of all the laws and jurisprudence and in updating them. In fact, as of this writing, the Supreme Court came up with a decision holding that election offenses applicable to candidates, such as premature campaigning, take effect only upon the start of the campaign period (Penera v. Comelec, G.R. No. 181613, November 25, 2009). This decision was based on the third paragraph, Section 15 of Rep. Act No. 8436 as amended by Section 13 of Rep. Act No. 9369. We expect more rules and regulations to be promulgated by the COMELEC as the 2010 elections draw near. For this reason, among others, omissions may be present in this work and for these, the authors seek the readers’ indulgence.

DELIVERY AND RETURNS POLICIES

1. Orders are processed daily from Monday to Saturday. Orders received by 2:00 pm (Philippine time) are processed on the same day while orders received after 2:00 pm are processed on the next WORKING day.

2. Sold products are packed and available for courier pickup and consolidation within twenty-four (24) hours after the order has been processed and approved.

3. If an order will not be available within 24 hours or is out-of-stock, the customer will be notified via email and will be advised if and when the item will become available.

4. The customer has the option to  have the order canceled and the customer will not be charged for the order.

5. To track the status of an order, log in to Rex e-Store account then go to 'My Account' >> 'History and details of my orders'.

COURIER TRANSIT TIME

Metro Manila : 3-5 days,
Provincial : 4-6 days

SHIPPING

1. Orders are normally dispatched on the next business day following the day the order was confirmed to the customer. Orders for delivery within Metro Manila will be delivered within 3 to 5 days from the process date of the order. While for the orders to be delivered to a provincial destination will take 5 to 10 days from the process date to be delivered.
2. Rex Book Store does not assume responsibility for and shall not be liable for any damages, whether direct, incidental, special or consequential, arising from the handling and delivery of order goods by the authorized couriers. However, Rex Book Store shall properly coordinate with its authorized courier who is responsible for the shipment, to properly compensate the customer.

RETURNS

1. If you would like to return a book purchased in Rex e-Store due to product defect, Rex Book Store shall facilitate a replacement. However, shipping and handling charges are non-refundable.
2. Please advise us within seven (10) days from receipt of the item, of your intent to return an item, including the corresponding reason or actual product defect. You may send us the advice via email at orders@rexestore.com or . A notice of replacement shall be issued to the customer once request is approved.
