The preparation and formulation of a strategic plan, be it in education, business and voluntary organization, is by no means a mean and easy task. It requires the participation of many individuals and groups.

The book attempts to delineate the various steps in the formulation of a strategic plan for institutions of higher learning in the public sector. While the book used a public higher education institution as a model, principles and processes in strategic planning apply too to other public sector agencies, private higher education institutions, voluntary organizations, and business sector.

The book consists of four chapters. Chapter 1 Strategic Planning: Concepts, Theories and Practices deals on the historical perspectives and experiences on general and educational planning in the Third World and in the country; theories, concepts and rationale of planning; planning models and processes; anatomy of Deming's strategic quality management; and perspectives in planning.

Chapter 2 Planning Process elaborates the different steps in strategic planning, from environmental scanning, visioning, policy and strategy formulation, program
and project identification, investment programming, budgeting, implementation, evaluation and plan update, and printing the plan.

Chapter 3 Implementing the Plan discusses the various requirements in executing the strategic plan in terms of developing management systems to ascertain the regular preparation of annual action plans and budget estimates, monitoring scheme of programs and projects, and evaluation of programs and projects, and the plan itself.

Finally, Chapter 4 Plan Evaluation presents the mechanism in undertaking the actual evaluation of programs and projects, and the strategic plan itself; the publication and dissemination of study results; and updating the plan based on the study results.

In its totality, the book can be a good reference material to college and graduate students of teacher education, management, and public administration. It is a potentially useful and valuable guide to higher bureaucrats in the civil service; presidents, chancellors, deans, directors, department chairs and other heads of academic units of higher education institutions, both public and private; and chief executive officers, chief operating officers, chairs of governing boards, managers and planners of corporate businesses, government agencies, and nongovernment organizations in the formulation of long- and short-term strategic plans of their organizations.

Metro Manila : 3-5 days,

1. Orders are normally dispatched on the next business day following the day the order was confirmed to the customer. Orders for delivery within Metro Manila will be delivered within 3 to 5 days from the process date of the order. While for the orders to be delivered to a provincial destination will take 5 to 10 days from the process date to be delivered.
