This book on Non-Institutional Corrections focuses on modern community correctional programs of rehabilitation, to the exclusion of punishment, deterrence, and incapacitation of criminal offenders. Programs such as diversion, restitution, probation, parole, pardon, and various provisions for temporary release from prison or jail are included in the Community Based Corrections being implemented by the corrections pillar of our criminal justice system.

This humble work aims to inculcate to Criminology students and to the public the legal remedies of a detained person for his temporary release and the forms of executive clemency issued to prisoners by the Chief Executive. Included are provisions from the 1987 Philippine Constitution, Rules of Court, Probation Law, and the Indeterminate Sentence Law as legal basis in granting executive clemency to convicted felons and the temporary release of detained persons.

Also incorporated are the procedures, Rules and Regulations, Policies and Guidelines being implemented by the Board of Pardons and Parole (BPP) in their recommendations to the President of prisoners who are qualified for parole, pardon or other forms of executive clemency in the form of reprieve, commutation of sentence, conditional pardon and absolute pardon; and the Parole and Probations Administration (PPA) in conducting post-sentence investigation of petitioners for probation as referred by the courts, as well as pre-parole/pre-executive clemency investigation to determine the suitability of the offender to be reintegrated in the community instead of serving their sentence inside an institution or prison; exercises general supervision over all parolees and probationers and promotes the correction and rehabilitation of offenders outside the prison institution.

This material can also be used as a reference and reviewer for jail officers in preparation for penology examinations conducted by the Civil Service and for promotional examination for other law enforcers. Hence, if this modest work proves to be of help to all who may have the opportunity to use it, the efforts of the author shall be deemed fully compensated.
